Springhill/Hilltop Drainage Project

2021- The city receives notification that the city has been awarded $300,000 from the Arkansas Department of Emergency Management State Mitigation Program Grant to be used towards the completion of this project.
2021- Design work is completed, this project is submitted for consideration for a grant from the Arkansas Department of Emergency Management State Mitigation Program.
2020- RFP for design is placed out for public bid. Bid received and local engineering firm selected.
2019 - Due to repeated closures and safety concerns the Hilltop/Springhill Road intersection was identified as a priority stormwater project by city staff.
Project Updates
Drainage upgrade seems to have worked on Hilltop and Springhill
All, Hilltop west from Miller road to Springhill will be close to through traffic until 1:00pm today. This is for the new asphalt work being constructed at the intersection of Hilltop/Springhill road.
Contractor will be laying the final layer of asphalt on Springhill and Hilltop Thursday 6/2/2022. This should be the last road interruption for this project.
Hilltop road at the intersection of Springhill will close once more for the drainage project. Thursday 5/12/22 starting at 9 AM - 3 PM.
The Hilltop road closure will not be tonight as planned due to unforeseen circumstances. As of now the Hilltop road closure is rescheduled for Monday night 5/2/2022 weather permitting.
The 5/2/2022 road closure has been canceled due to weather. We will reschedule and send out additional notifications.
Contractor will be working Thursday night 4/28 to cross Hilltop with this section of our drainage project. The section of Hilltop will close to through traffic from Miller road to Springhill. Road closure will begin at 6:00 PM pending traffic at this time. 7:00 PM will be the latest to start the closure and be reopened at 7:00 AM Friday morning.
Both lanes on Springhill road are now open. The traffic lights on Springhill road are set to flashing yellow and the traffic light on Hilltop is set to flashing red until Arkansas sign and banner can pull them out.
4/20/20220 The Contractor plans' to have both lanes open by Monday or Tuesday of next week but construction will be ongoing for the next week or so.
Starting Tuesday morning 4/19/2022 traffic for Springhill road will have a lane swap. Traffic will now flow in the west lane of Springhill road as the drainage project continues for the east side of Springhill road.
Consider using alternative routes beginning 4/12/2022
On or about 4/12/2022 traffic pattern will change to single lane traffic while new drainage culverts are being installed.
3/29/2022 As of today the temporary traffic signals set up on Springhill road for our drainage project at the intersection of Hilltop will now flash red.
3/29/2022. The north bound lane of Springhill road at the intersection of Hilltop will be down to one lane from 9: AM - 11:00 Am Tuesday 3/29/2022.
This lane closure is for the ongoing storm drain project in the area. More updates will follow as more dates are set to install the culverts across Springhill road/Hilltop.
Redstone will have the northbound lane on Springhill Road, south of Hilltop down to one lane at 3:00 PM today, March 18th. This closure will be for a concrete truck to pour concrete for the ongoing drainage project.
This intersection will experience a change in traffic flow sometime in the upcoming week, depending on weather. We anticipate construction on this intersection to begin on Tuesday, March 22nd but could be delayed if impacted by rain. Construction will be ongoing for the next two months so please use caution while traveling in this area and schedule extra time to reach your destination. We appreciate your patience as we complete this Storm Water project and improve public safety in this area.

City of Bryant Awarded State Mitigation Grant Money for Springhill/Hilltop Road Drainage Improvement Project
During Tuesday night’s city council meeting Mayor Allen Scott announced that the City of Bryant is a recipient of a $300,000.00 grant from the Arkansas Department of Emergency Management’s state mitigation grant program for the Springhill/Hilltop Road Drainage Project.
The project has a projected total of approximately $580,000 will be a complete replacement of the existing drainage system, upgrading to a box culvert system, and significantly reducing the chance of flooding during regular rain events in the future.
“The Springhill/Hilltop intersection is recognized as a repeated loss by the state, meaning the city can show multiple instances of flooding and the impact it has on the community. This issue has been an ongoing public safety concern when we have bad weather for our first responders and the residents in the area. I am glad to see we will be able to move this project forward quickly”, states Mayor Allen Scott.
