How are City Council members elected and how long are their terms?

City Council members in the City of Bryant are elected by voters within their specific ward during regular (nonpartisan) elections. Each ward has two positions, and residents vote for the candidate representing their area. 

They serve two-year terms. 

When and where are City Council meetings held?

City Council meetings are held on the last Tuesday of the month (with a few exceptions: August 18, November 17, December 15) at 6:30 PM at the Boswell Municipal Complex (Bryant City Hall) located at 210 SW 3rd St. 

How do I speak at a City Council meeting?

All City Council meetings have a public comment section that allows residents to speak for three minutes. 

Can I watch or attend meetings online?

What is an ordinance vs. a resolution?

An ordinance is a law; it creates a permanent rule or policy and is enforceable, often carrying penalties if violated. 

A resolution is more like a formal statement; it expresses the Council's position, support, or intent, but doesn't create a binding law.

What should I do if I find a stray dog or cat?

Who do I call about a loose dog?

Before calling Animal Control, check to see if the animal has been reported missing by searching the Arkansas Lost and Found Pet Network, Petco Love Lost, and Nextdoor. If you do not see the animal listed, call Bryant Animal Control at (501) 943-0489. 

How long are stray animals held before adoption?

Stray animals are held for five days before they become the property of the City. Then, they are assessed for placement. Not all animals are offered for local adoption for a variety of reasons. Those that are, are spayed or neutered, vaccinated, and microchipped before adoption. 

What are the leash laws in the City?

All animals, except for community cats, are required to be physically confined or under the control of the owner or caretaker by means of a leash or restraint at all times. The only exceptions are service animals, which must be off-leash in order to perform their tasks, such as law enforcement K9's. 

Do I need to register or license my pet?

Yes, Bryant City ordinances require that all dogs and cats be vaccinated against rabies by a licensed veterinarian or veterinary technician, and be licensed with the City. For convenience, you can license your pet online, at your Bryant-based veterinarian's office, or in-person at the shelter. 

What are the requirements for vaccinations?

Arkansas State law requires that all dogs and cats be vaccinated against rabies. Although you may be required to show proof of other vaccinations, such as parvovirus and bordetella (kennel cough) when boarding your pet, the onlly vaccinations required by law are to protect against rabies. 

How do I report a barking or nuisance animal?

Call our office at (501) 943-0489 to report problems and we'll have an officer respond as soon as possible. For non-emergencies, you can leave a message 24 hours a day. 

How do I report a dangerous or aggressive animal?

If the situation is occurring right now or someone has been injured, call 911. If this is an incident that has already occurred and there is no immediate danger, call our office at (501) 943-0489. 

How do I report a lost pet?

First, call the shelter at (501) 943-0489 to inquire if your pet has already been found by the shelter. If outside of our normal hours of operation, click the link to post your pet and get the word out: Lost & Found Pet Resources.

What should I do if I find my lost pet at the shelter?

Please call us immediately at (501) 943-0489 and we'll tell you exactly what to do. You may leave a message 24 hours a day. 

How can I adopt a pet from the shelter?

Adopting is easy! Visit our adoption page within the website and see what pets are available for adoption, and plan a visit to the shelter. Adoptions are conducted on a first-come, first-served basis in person. 

Minimum requirements for adopters:

  • Adopters must be at least 18 years of age, or be an emancipated juvenile
  • Government-issued photo ID (i.e. State ID, Driver's License, Passport, or Military ID)
  • Payment of a small adoption fee (we accept cash, check, or credit/debit cards)
I found an orphaned fawn, what do I do?

First, it is very important that you leave it alone. Do not touch, attempt to capture, or remove it from its hiding place. It is unlikely that the fawn is actually orphaned. As a means to protect their young, deer hide their babies in thick underbrush and will leave them for hours, and sometimes days, before returning to nurse them, typically nursing in the very early morning or late evening hours. 

In Arkansas, it is illegal to rehabilitate deer, and removing a fawn from its hiding place and taking it to an animal shelter or wildlife rehab will result in euthanasia of the animal. So please, marvel at the beauty of nature, but leave the fawn alone. 

What should I do about wild animal conflicts?

Because multiple studies have shown that wildlife relocation programs are detrimental to wildlife populations, almost always resulting in the death of the relocated animal, animal control no longer relocates wildlife involved in human-wildlife conflicts, unless there is an immediate threat to human safety, or the animal is sick or injured.

How do I reserve a pavilion or park space?

Reservations can be made here or by calling the Parks front desk at (501) 943-0444.

How far in advance can I make a reservation?

This varies by the type of reservation. Please call the Parks front desk at (501) 943-0444 to get assistance with finding a space and time that can accommodate your event. 

Can I host a birthday party or event at a park?

Yes, we have spaces available for pavilion birthday parties, indoor pool, splash pad, and Mills Park Pool parties (seasonal), and event rooms available to rent in The Center at Bishop Park. 

Are grills or open flames allowed in parks?

There is a grill located at Mills Park attached to the large pavilion. 

Designated Areas Only: Grilling is allowed only in park-provided grills or personal grills that are elevated, safe, and stable. 

No Ground Fires: Open flames, fire pits, or bonfires on the ground are prohibited. 

Coal Disposal: Do not place hot coals in trash cans or leave them on the ground. 

Clean-Up: Clean grill grates before leaving and take all trash with you. 

Safety Requirements: Never leave a lit grill unattended. Keep children and pets away from the hot area. 

Restrictions: Local authorities may ban grilling during high-fire-risk, dry seasons.

Water & Sewer

Why do I pay for wastewater if I don't "use" it the same way?

Wastewater charges are based on water usage because most water entering your home eventually goes down the drain. Wastewater systems collect, treat, and safely return water to the environment which protects public health and local waterways. 

What is the infrastructure fee on my bill?

The infrastructure fee helps fund large-scale system improvements and ensures we can qualify for low-interest funding programs. This allows us to complete necessary upgrades while minimizing long-term costs to customers. 

Why are there fees related to regulations or water quality?

Some fees support compliance with federal and state regulations, including requirements under the Safe Drinking Water Act. These ensure your water is tested, treated, and safe to drink every day. We also have "pass down" rates from Central Arkansas Water to ensure they are able to continue providing safe water. 

Why does the City talk about rates so often?

State law requires that rates be based on a completed rate study and aligned with long-term planning. Because of this, we communicate regularly to keep customers informed and to provide transparency about how decisions are made. 

What improvements are being made to the system?

We are actively investing in: 

  • Replacing aging pipes
  • Improving water pressure and fire protection
  • Upgrading wastewater treatment facilities

Why does growth impact my rates?

How do we compare to other cities?

Why does my water sometimes taste or smell different?

Occasional changes in taste or odor can happen due to: 

  • Seasonal changes in source water
  • Temperature changes
  • Natural minerals
  • Temporary adjustments in treatment

These changes are usually harmless and do not affect water safety. 

Why does my water sometimes look discolored?

Discoloration (yellow, brown, or reddish tint) is typically caused by disturbed sediment or minerals in the pipes. This can happen after: 

  • Fire hydrant use
  • Main breaks or repairs
  • High water demand

Running cold water for several minutes usually clears it up. 

Does the City test for lead?

Yes. We comply with all state and federal requirements for lead and copper testing. While the City treats and monitors water quality, lead levels are most often influenced by plumbing materials inside homes and buildings. 

What should NOT go down the drain or toilet?

To protect your plumbing and the City system, do not flush or pour: 

  • Wipes (even "flushable" ones)
  • Grease, fats, or oils
  • Paper towels
  • Hygiene products
  • Chemicals or medications

These items can cause backups, damage equipment, and increase costs. 

What should I do if I have a sewer backup?
  • Avoid using water immediately
  • Check if the issue is affecting multiple drains
  • Contact the City right away if you suspect a main line issue

If the problem is within your private service line, you will need to contact a plumber. 

What should I do if I see a water leak or main break?

If you notice water coming from the street, a hydrant, or pooling unexpectedly, call us immediately (501) 943-0468. 

Quick reporting helps us respond faster and reduce water loss. 

What is the different between a City line and a private line?

City responsibility: Water mains, service lines up to the meter, sewer mains

Customer responsibility: Plumbing inside the home and service lines from the meter to the home

Who is responsible for a water leak?

City: Leaks on the main line or on the City side of the meter

Customer: Leaks on your side of the meter (including irrigation systems and service lines to your home)

Who is responsible for sewer line issues?

City: Sewer main lines in the street

How do I pay my water bill?

How do I start, stop, or transfer utility service?

What do I need to bring to set up service?

Photo ID, proof of address, and deposit.

What happens if I miss a payment?

Bills are due at 4:30 PM on the 1st of each month. A $25 fee will be applied to all bills not paid by the 10th and will be subject to shut-off on the 11th. All charges must be paid in full for service to be restored.

How is my water usage measured?

Water usage in Bryant is measured by a meter at each property that records the total amount of water flowing into the home or business. Monthly bills are based on the difference between meter readings, meaning customers are charged for the actual gallons of water used during that billing period. 

Can I monitor my water usage?

Waterscope is a service that is offered as a courtesy and at no additional cost by our water meter vendor. Bryant Water customers have the ability to receive email and text alerts such as wasteful or high water usage, freeze warnings, leak alerts, etc. Please note that the Bryant Water Department does not monitor the Waterscope program. The water usage of the property is the responsibility of the homeowner/business owner.

Why are my water and wastewater rates increasing?

Water and wastewater systems require ongoing maintenance, upgrades, and regulatory compliance to continue providing safe and reliable service. Rate adjustments ensure we can replace aging infrastructure, maintain water quality, meet state and federal requirements, and plan for future growth. 

What does "full-cost pricing" mean?

Full-cost pricing means rates are set to cover the true cost of providing service which includes not just day-to-day operations, but also: 

  • Infrastructure repairs and replacement
  • Debt repayment for major projects
  • Emergency reserves
  • Future system improvements

This ensures the system remains financially stable and avoids sudden, large rate increases later.

Why is my bill different each month?

Your bill has two main parts: 

  • Base charge - A fixed fee based on meter size
  • Usage charge - Based on how much water you use

Higher water use (such as irrigation, leaks, or seasonal changes) will increase your bill. 

How can I lower my water bill?

The simplest way is to use less water:

  • Fix leaks quickly
  • Limit outdoor watering
  • Use water-efficient appliances
  • Spread out high-water-use activities

What do I do if I have no water?

Contact the billing department at (501) 943-0441 to ensure your meter was not shut off by accident. The billing department will contact maintenance to correct the issue if needed.

What do I do if I have low water pressure?

Contact the maintenance department at (501) 943-0469. We will verify system pressure in your area. If system pressure is normal, the cause may be a pressure regulator (typically located between the meter and the home), which is the homeowner's responsibility.

Why does my water look cloudy or milky?

Cloudy water is often caused by tiny air bubbles and is usually harmless. If you let the water sit for a few minutes, it should clear from the bottom up. 

Finance

How is the City's budget created and approved?

Typically, the Finance Department begins planning the budget for the following year in August. Any known changes from the current year to the next year are discussed with the Mayor and Department Heads. Department Heads are asked to input their requested budget items into the General Ledger (GL) software. Human Resources inputs all payroll-related expenses. The first draft is reviewed and refined. Each year, by law, the General Fund must be balanced, meaning revenues equal expenses. 

Where do my tax dollars go?

In the State of Arkansas, the State typically receives the highest percentage of your tax dollars (6.5%). Then, depending on where you live, the next highest is either the County or City in which you live (or the business is located). Deliveries are taxed on the receipt address. Saline County currently assesses no sales tax. The City of Bryant has a 3% sales tax rate, which goes to pay for Bryant's Police, Fire, Animal Control, Parks, Streets, Planning, and Administration. 

Can residents give input on the budget?

Yes, and it is encouraged. We will have a minimum of two public meetings during the budget season (August to December) each year and the public is encouraged to come and participate. It is the citizens' budget and they should be involved as much as possible. 

What taxes do residents pay to the City?

Residents pay property taxes and sales tax to the City of Bryant. 

How is my property tax calculated?

In Arkansas, property tax is assessed by local county assessors based on 20% of the property's appraised market value. This assessed value is then multiplied by local millage rates (set by school districts, cities, and counties) to determine the tax bill. Taxes are paid a year in arrears, with payments usually due by October 15th to the County Collector.

What other revenue sources fund the City besides taxes?

There are a lot of relatively small other sources like fees and permits, but another big funding source is Franchise Fees assessed on utility providers for the City's right-of-way (ROW) to provide their services like internet, cable, energy, gas, etc. 

When does the City's fiscal year begin and end?

January 1 to December 1. 

What is the City's annual budget?

It can vary significantly from year-to-year depending on if a large project like Bryant Parkway is under construction or not. Please see the 2026 Budget on our website for the current years' information. 

How are priorities decided for funding projects?

Department Heads suggest a funding priority initially in the budget process, then they are discussed with the Mayor and Council. During the Budget Season, citizen input is encouraged as well. 

How are infrastructure projects paid for?

A variety of ways including savings, bond issuances, short-term funding via Amendment 78, grants, etc. 

What is a bond and how does it work?

A bond is like your car payment or house loan. The City borrows a large sum of money upfront to complete a large project and then pays it back with interest over typically the next 30 years. 

Where can I view the City's budget documents?

The City website houses all current and prior year budgets going back more than a decade.

Does the City get audited?

Yes, every year the City completes an extensive audit with a private firm, which is then presented and reviewed by the State's Legislative Audit Team. Additionally, any federal dollars used by the City are subject to audits by the federal government if they so choose. 

What were the results of the most recent audit?

We received what is called a "clean" audit opinion, meaning no significant issues were identified. 

How does the City ensure money is spent responsibly?

The budget process is our biggest and best control feature. but after that, all expenses (non-payroll) require a purchase order be made and approved by multiple management roles.

What do vendors need to do to register as a vendor for the city?
  • Vendors must complete a W9 form and mail it to our accounts payable department.
How does the City advertise for goods or services?
  • The City advertises all bids through the City of Bryant Website along with any newspaper requirements, depending on the contract.
  • You can sign up for all bid notifications via the Notify Me button on the main screen of the city website.
If a vendor has a question regarding the specifications or requirements, who can they ask for clarification?

Any question concerning the solicitation should be directed, in writing, to the person whose name and contact information is listed in the solicitation. Correspondence must include the solicitation number and reference the specific section in question. No verbal response or interpretation that constitutes a material change to the solicitation is binding, unless it is issued as a written addendum to the solicitation.

What can a vendor do to help the payment process proceed more quickly?
  • Vendor should ensure that the PO number provided by the City is clearly indicated on the invoice.
  • Make sure shipment was sent to the correct address. They should note carefully the "Deliver To" address on the Purchase Order. The order number should be included on the outside of the package.
  • The vendor should send an invoice for the complete order, not a partial one, and do this only after the full order has been received or the deliverables have been accepted. In general, the City does not pay partial invoices without prior arrangements being made. Invoices sent too early may become difficult to locate once the shipment arrives or the deliverables are met. Send the invoice to the correct address and include a City contact person if specified on the PO or in the contract. Include the correct PO number or Contract Number on the invoice. The City needs that identifying number to match shipments or services with the procurement documents.
  • All City expenditures require an Approved PO number to be listed on the invoice. Our PO numbers start with the current year followed by six digits (e.g., 2025000000). Invoices without a PO listed will have their payment delayed.
Does the City accept electronic invoices?

Items will not be paid off of emails. All invoices need to be addressed to AP 210 SW 3rd Street Bryant, AR 72022. If a different arrangement is made with an individual department then please email this arrangement to the Finance Director at finance@cityofbryant.com and carbon the Department Head with whom you made the alternative arrangement.

What terms does the city pay by?

The City pays net thirty terms and per state statute as a city does not have to adhere or pay late charges based on any earlier terms stated on invoices. However, we try to process checks weekly on Thursdays and mail those checks the next day, Friday. If AP has an approved PO, the invoice has that PO number listed on it, that PO has been "Received" by the Department in our system then we do not hold the invoices until thirty days have passed. It will be processed then.

Fire Department

How many fire stations does the Bryant Fire Department have?

We operate out of 3 fire stations. Headquarters (Station 1) is located at 312 Roya Ln. This is also where the Administrative offices for the Department are located. Station 2 is located at 1601 So. Reynolds Rd, and Station 3 is located at 2620 Northlake Rd.

How many firefighters does the Bryant Fire Department have?

We operate with a total of 50 personnel. 1- Fire Chief, 1-Asst. Fire Chief, 3-Battalion Chiefs, 1 Fire Marshal, 9-Captains, 1-Training Captain, 15 Driver/Engineers, 15-Firefighters, and 1- Executive Administrative Asst.

What is Bryant's Insurance Services Office (ISO) rating?

This area was given a Class 1/9 by the ISO. According to ISO, if an address is within 5 road miles AND within 1,000 feet of a recognized fire hydrant, the address will be a Class 1. If BOTH of these conditions are not met, the address will be a Class 9.

What is the ISO rating for the Springhill Fire Protection District serviced by Bryant Fire?

This area was given a Class 2/9 by the ISO. According to ISO, if an address is within 5 road miles AND within 1,000 feet of a recognized fire hydrant, the address will be a Class 2. If BOTH of these conditions are not met, the address will be a Class 9.

Is open burning allowed in the City of Bryant?

Open burning is allowed provided that the guidelines are followed in Ordinance 2022-29.

Why does a fire truck come when you call for an ambulance?

Because firefighters can and do get there first most of the time, and time is critical in a medical emergency. Every Bryant fire fighter is cross-trained in Emergency Medical Services.

Four minutes is a critical time frame for someone who has experienced a heart attack, injury, or other illness that makes them stop breathing. The heart and brain have a better chance of full recovery they receive oxygen in four minutes or less. After that, a person can suffer brain damage or worse. Our firefighters can use life saving techniques including defibrillation to help prevent death or permanent injury.

When you dial 911 for a medical emergency, expect a fire truck. The expertise that they bring is truly lifesaving.

Why do you block traffic lanes at auto accidents, sometimes more lanes than necessary?

We block traffic lanes for the safety of our personnel and our patients. Blocking extra lanes keep our personnel safe when they go back to our apparatus to get more equipment and help protect the victim we are trying to stabilize.

Why am I not supposed to drive over a fire hose?

Firefighters are very concerned about running over fire hoses because the hose can be damaged and any firefighter at the end of a nozzle will have the water interrupted and possibly cause injuries or death. Any hose that is driven over without protection has to be taken out of service and tested.
