The City of Bryant Stormwater Division is committed to protecting and enhancing our community's water quality through effective stormwater management, public education, and environmental stewardship. In accordance with requirements set forth by the Arkansas Department of Environmental Quality, we maintain full compliance under the Municipal Separate Storm Sewer System (MS4) permit to ensure the responsible management of stormwater runoff and the preservation of natural resources.

The City also supports public outreach, public participation, good housekeeping, training, and illicit discharge elimination to help reduce stormwater pollution and improve environmental health. The Stormwater Department also identifies drainage issues and works toward solutions.

Pollution Prevention

What is Stormwater?

Stormwater is rainwater or melted snow that travels over any surface that does not readily absorb water. This can include surfaces such as roads, rooftops, sidewalks, and even compacted soil. As it travels, stormwater accumulates pollutants such as oil, dirt, chemicals and other pollutants. This mixture runs into our local waterways and has the potential to adversely affect our environment.

Get Involved in Stormwater Efforts

  • Keep storm drains clear of debris.
  • Plant trees and vegetation to help filter out pollutants and slow the velocity of runoff.
  • Wash cars at commercial car washes where there are sanitary sewers and the water is treated.
  • Clean up spills and store chemicals safely.
  • Pick up your pet’s waste to ensure no pollutants get washed into the storm drains.
  • Keep grass clippings and leaves out of the street and storm drains.

Adopt-A-Street

The Adopt-a-Street program in the City of Bryant is a community-driven initiative aimed at keeping our streets clean and beautiful. By adopting a street, individuals, families, businesses, or groups commit to regular litter pick-up and maintenance, helping to foster pride and ownership of our neighborhoods. This environmental effort not only enhances the appearance of Bryant but also promotes a safer and more welcoming community for residents and visitors alike.

Project Updates

A Comprehensive Drainage Master Plan (CDMP) has been developed for the City of Bryant. The purpose of the City of Bryant CDMP is to evaluate existing drainage conditions, identify current and future drainage problems and develop a Capital Improvement Plan. This evaluation process will support the city in focusing on the most critical infrastructure areas.

Permit and Stormwater Submittals

The City Ordinance states that any of the following qualify as land-disturbing activities and are required for a Stormwater Permit Application & Stormwater Impact Fee through the City of Bryant:

Small Site Development

This also includes any area being disturbed that is less than one (1) acre if it is part of a larger common plan and will ultimately disturb one (1) acre or more, but less than five (5) acres.

  • 1 acre or more but less than 5 acres
  • ADEQ Permit required (Automatic Coverage)
  • SWPPP submitted to City of Bryant and posted on site
  • NOC (Notice of Coverage) submitted to City of Bryant and posted on site
  • Inspection Form

Large Site Development

This also includes any area being disturbed that is less than five (5) acres but is part of a larger common plan that ultimately disturbs five (5) acres or more.

  • 5 acres or more
  • ADEQ Permit required
  • SWPPP submitted to the City of Bryant and posted on site
  • NOI (Notice of Intent) from ADEQ submitted to City of Bryant and posted on site
  • Inspection Form

Special Construction Site

  • Any land disturbance adjacent to any lake, stream, tributary creek or other flowing body of water
  • Road, pipeline, and utility construction or maintenance activities where underlying and/or surrounding land is cleared, graded, or excavated as part of the operation
  • Road, pipeline and utility maintenance activities are regulated when they border lakes or streams under either the small or large construction site category
  • Any New Commercial Construction Site
  • Regardless of size; see Small Site Development or Large Site Development

Other permits may be applicable for specific sites such as:

  • Short Term Activity Authorization (STAA) from ADEQ
  • U.S Army Corp of Engineers permits
  • Boring Permit from the City of Bryant Code Enforcement

Pre-Construction & Submittal Checklist

  • Obtain a Site Clearing Permit form the City of Bryant Code Enforcement
  • Submit Stormwater Permit Application through the City of Bryant
  • Submit payment for Stormwater Impact Fee
  • Stormwater Pollution Prevention Plan (SWPPP) for small or large scale construction site (large scale submitted and approved by ADEQ) and kept in mailbox on-site
  • Stormwater Management Plan (drainage calculations & erosion control plan) (See Stormwater Management Manual Ordinance No. 2019-31 Section 200.3)
  • Stormwater Maintenance Plan
  • Stormwater Quality Plan (when required by Bryant Public Works) (See Stormwater Management Manual Ordinance No. 2019-31 Section 200.6)
  • Stormwater Drainage study (when required by Bryant Public Works) (See section 200.9)
  • Post on-site construction permits Notice of Intent, or Notice of Coverage from ADEQ
  • Mailbox and rain gauge posted on-site
  • Utilize and maintain best management practices (BMP's) to reduce runoff and erosion
